SUBJECT: Appointment of the City Engineer as a Department Head
BACKGROUND AND FINDINGS:
On December 06, 2024, the position of Executive Director of Development Services became vacant.
Upon vacancy, an internal reorganization was recommended, transitioning the Engineering section out of Development Services, and designating it a stand-alone department. This reorganization also included moving the Geographic Information Systems (GIS) division from the Information Technology Department, and the Backflow Prevention Assembly Tester (BPAT)/Fats Oils Greases (FOG) program from the Water and Sewer Division and under the Engineering Department. This reorganization designates the City Engineer as the department head of the Engineering Department.
THE ALTERNATIVES CONSIDERED:
Staff recommends that the City Council approve the City Manager's reclassification appointing Mr. Andrew Zagars, City Engineer, as the department head of the newly established Engineering Department.

This action conforms to city policy. Executive director appointments are subject to approval by the City Council pursuant to Section 29 of the City Charter.

The annual base salary of the position is $164,435.65, plus a $3,000 annual car allowance, and associated benefits. The prorated amount through the end of the fiscal year 2024 is estimated at $122,689, salary and benefits.
