SUBJECT: Removal of the Citizen Comments on Non-Agenda Items section from City Council Agendas
BACKGROUND AND FINDINGS:
City Council formally adopted Governing Standards and Expectations which include protocols and guidance for City Council meetings. The Governing Standards currently provide for both Citizen Comments on Agenda Items and Citizen Comments on Non-Agenda Items.
The Citizen Comments on Agenda Items section allows members of the public to address the Council regarding any item on the agenda other than a public hearing item, as required by the Texas Open Meetings Act. The Citizen Comments on Non-Agenda Items section is not required by law, but currently allows a resident of Killeen to address the Council on any item concerning city business that is not on the agenda.
THE ALTERNATIVES CONSIDERED:
1. Do not amend the Governing Standards to remove the Citizen Comments on Non-Agenda Items section from City Council agendas.
2. Amend the Governing Standards to remove the Citizen Comments on Non-Agenda Items section from City Council agendas.
