SUBJECT: Reject bids received for Bid 24-27, Terminal Security Improvements at Killeen Regional Airport
BACKGROUND AND FINDINGS:
The City advertised a bid to replace the airport's security cameras, access control system, and servers with new integrated hardware to meet current and future needs. The project is funded by a Federal Aviation Administration (FAA) Airport Infrastructure Grant (AIG) through the Bipartisan Infrastructure Law (BIL). The 10% matching requirement will come from the Passenger Facility Charge (PFC) fund.
Advertising began on May 12, 2024, and appeared in the local newspaper as well as the City's website. Additionally, it was advertised on multiple statewide electronic bidding sites. A pre-bid meeting was held on May 21, 2024, with eight (8) general contractors and three (3) sub-contractors attending.
Bids were opened on July 3, 2024, and the City of Killeen received two (2) bids as follows:

GTS Technology Solutions, Inc. $1,239,407.69
Valcorp Enterprises $2,562,028.40
A thorough review of each bid package was completed by staff and the airport's consultant, and the apparent lowest bidder was GTS Technology Solutions, Inc. However, during the review process, it appeared that the proposed products did not meet the Buy America requirements of the AIG. After discussions with the contractor and several consultations with the FAA, it was determined that the GTS bid, as proposed did not meet the AIG requirements.
The bid from Valcorp Enterprises is considerably more than the budget for this project. Therefore, staff's recommendation is to reject the bids for Bid No. 24-27.
