BACKGROUND AND FINDINGS:

On December 06, 2024, the position of Executive Director of Development Services became vacant.
The City advertised for and received nine (9) applications from candidates who met the minimum qualifications for the position. The City narrowed the candidates to three (3) finalists. The finalists were interviewed on February 7, 2025, by a panel of City leadership.
Mr. Cagle extended a conditional job offer to Mrs. Wallis Meshier. Mrs. Meshier has more than ten (10) years of experience in the planning and development field, serving in the City of League City, Texas; the City of Lockhart, Texas; the City of Hutto, Texas; the City of Burnet, Texas; and most recently, the City of Killeen, as the Assistant Director of Planning and Development and currently as the interim Executive Director of Planning and Development
Mrs. Meshier has a strong commitment to local government service and has demonstrated her abilities in various roles within the City of Killeen to date. She has experience in building community partnerships and participating in city-wide agency collaborations. Additionally, Mrs. Meshier has built strong and lasting relationships within our community and has a solid understanding of the work needed to move Killeen forward.
Mrs. Meshier received her Bachelor of Science in Architecture from the Catholic University of America; her Master of Fine Arts in Historic Preservation from Savannah College of Art and Design; and obtained her Congress for the New Urbanism Accreditation in December of 2016.
Mrs. Meshier's offer of promotion beginning March 24, 2025, is conditioned upon confirmation by the Killeen City Council.
