BACKGROUND AND FINDINGS:

On January 7, 2025, City Council approved the application and acceptance of the SB 224 Catalytic Converter Grant as administered by the Texas Motor Vehicle Crime Prevention Authority (MVCPA), a division of TxDOT. On January 23, 2025, we were informed that the City of Killeen was awarded $400,000 in grant funding. The grant requires a $100,000 match in city funds.

The Killeen Police Department plans to use these funds to increase our integration of technology and cameras into our Real Time Crime Center to allow the department to monitor areas prone to criminal activity throughout the City of Killeen. The department will greatly enhance its crime-fighting posture by using real-time data to address crimes in progress and employ analytics to solve crimes captured through the Flock Safety platform.
The Flock Safety Camera System will provide Automatic License Plate Reader (ALPR) on multiple cameras placed strategically across the city based on traffic patterns and crime trends. In addition to the ALPR function, the cameras will recognize vehicle attributes such as type, color, make and accessories. The system will include 67 cameras, including 5 with real-time surveillance capability.
The Flock Safety System is sold as a service or subscription. The total cost of the system is $488,250 over the next two years. The cameras, installation, permits, fees and LTE service are all included for two years. The cameras and hardware remain the property of Flock Safety. The system will be procured as sole source as no other vendor provides the same technology and product features.
