Presiding: Mayor Joseph Solomon
Attending: Mayor Protem Jessica Gonzalez, Councilmembers Debbie Nash-King, Beverly Ann Williams, Anthony Kendrick, Mellisa Brown, David Bass and Charles Kimble.
Also attending were Interim City Manager Kent Cagle, City Attorney Holli Clements, Assistant City Attorney Andy Wallander, City Secretary Elaine Simpson, Deputy City Secretary Megan Magallon
Councilmember David Bass gave the invocation. Mayor Protem Jessica Gonzalez led the Pledge of Allegiance.
Approval of Agenda
Motion was made by Councilmember Brown to approve the agenda, as presented. Motion was seconded by Councilmember Bass. The motion carried unanimously (7-0).
Citizen Comments on Agenda Items
Dr. Sue Neesy Croft spoke regarding DS 26-070.
Victoria Ginsberg spoke regarding PH 26-021.
Lester Grosse spoke regarding PH 26-021.
Discussion Item
1. DS26070 Discuss ballot language for proposed City Charter amendments.
Assistant City Attorney Andy Wallander reviewed the language for the eight (8) propositions being considered for the November 3, 2026, Special Election ballot.
Motion: Motion by Councilmember Brown, seconded by Councilmember Bass to approve and accept the language of the eight propositions, as presented. Motion carried unanimously by a vote of 7-0.
Public Hearing
2. PH-26-021 Hold a public hearing to receive citizen comment on the draft
program year (PY) 2026-27 Annual Action Plan proposed program
of activities and consider an ordinance authorizing the 2026-27 Annual
Action Plan describing the final use of funds and the application for and
allocation of Community Development Block Grant (CDBG) and
Home Investment Partnerships (HOME) Program funds and the
allocation and use of 2021-22 HOME American Rescue Plan (ARP)
