SUBJECT: Agreement for the Construction, Maintenance and Operation of Continuous Highway Lighting Systems with the Texas Department of Transportation
BACKGROUND AND FINDINGS:
The Texas Department of Transportation (TxDOT) has requested that the City of Killeen enter into an agreement for construction, maintenance, and operation of a continuous highway lighting system within the City of Killeen along the Interstate 14 corridor from SS 172 (western City limits) to just east of Jasper Drive.

All costs associated with the construction of the lighting system will borne by TxDOT and the lighting system will remain property of the State of Texas. This project is set to be awarded for construction in June 2025, with an estimated construction start date to begin in February 2026; as there is a 180-day delay start for materials.
It is estimated that the lighting system would be turned over to the City for maintenance approximately October/November 2026. Maintenance funds will need to be allocated beginning in the FY 2027 budget. It would be agreed upon that the City will furnish, at its expense, the electrical energy required for proper operation of the lighting system, will maintain, and operate the lighting system in an efficient and sightly condition without any cost to the State. ...
