Body
DATE: November 3, 2026
TO: Laurie Wilson, Interim City Manager
FROM: Andrew Zagars, P.E. City Engineer
SUBJECT: Authorize the award of Bid No. 27-10, Stagecoach Road Reconstruction Phase 2 to JHL Construction.
BACKGROUND AND FINDINGS:
The Stagecoach Road Reconstruction Project was included in the Street Reconstruction Bond in Fiscal Year (FY) 2023 due to it being prioritized in the Pavement Management Program as needing replacement. The pavement condition of Stagecoach Road showed that the road degraded to such an extent that the most economical solution to repair the road was full replacement.
Phase 1 of Stagecoach Road Reconstruction between East Trimmier Road and South W.S. Young Drive has been completed by JHL Construction, who did an excellent job replacing the roadway. Phase 2 of this project includes replacement of the roadway between South W.S. Young Drive and Highway 195. With the project bids coming in lower than expected, the project is accepting Bid Alternate 1, which will also add sidewalks to the north side of the roadway where it is missing.
On September 9, 2026, the following three (3) bids were received and read aloud through Zoom online video conferencing:
