SUBJECT: Texas Statewide Interoperable Channel Plan (TSICP) MOU

BACKGROUND AND FINDINGS:

The City of Killeen has not executed the current Texas Statewide Interoperable Channel Plan (TSICP) Memorandum of Understanding (MOU). Execution of this agreement is necessary to demonstrate compliance with the TSICP, including proper radio programming requirements. Compliance is also required when applying for certain state and federal grants, as applicants must certify adherence to the TSICP. Attached is the MOU document for review and execution.

While the City has adopted the TSICP standards and is currently operating in compliance with applicable interoperability and radio programming requirements, execution of the updated MOU is necessary to formally document and maintain compliance with state requirements.

Execution of the MOU does not require a current or future expenditure. However, maintaining documented compliance with the Texas Statewide Interoperable Channel Plan may be required for eligibility for certain state and federal grants. The amount of any potential grant funding cannot be determined at this time.
