SUBJECT: First National Bank Texas Family Recreation Center Roof Repair through Quick Roofing TIPS contract (#25010402)

BACKGROUND AND FINDINGS:

Facility Services has been actively addressing and attempting to isolate persistent leaks in the track area since September 2020. In addition, the gymnasium has experienced recurring roof leaks, which required installing window coverings on the north side in December 2021 and on the south side in December 2022 to mitigate water intrusion. Over the past several years, multiple roofing contractors have been engaged to diagnose and repair these issues, including the most recent service performed in October 2026.

The roof leaks at the First National Bank Texas (FNBT) Family Recreation Center have been ongoing for years. Multiple issues have been repaired, including bullet holes from rounds that penetrated the roof and became lodged within it. Separate roof drains have also been addressed. Despite numerous repair attempts, leaks persist over the track area and are difficult to rectify.

In June 2026, Governmental CIP funds were identified to use for the repairs of the facility for FY 2026. Facility services obtained a quote in the estimated amount of $479,868.46 from Quick Roofing, a vendor under the TIPS cooperative contract #25010402.
