BACKGROUND AND FINDINGS:
Councilmember At-Large, Jose Segarra, submitted his resignation from the Killeen City Council to be effective on Wednesday, January 14, 2026.
If one vacancy occurs at a time before February 1, 2026 (90 days before the May 2, 2026 General Election), Council shall appoint a new councilmember to fill the vacancy by majority vote. However, if the vacancy occurs on or after February 1, 2026 (within 90 days of the May 2, 2026 General Election), the vacancy may, but is not required to, be filled by appointment.
