Tuesday, August 18, 2026, at 5:00 PM
Mayor Solomon called the meeting to order at 5:00 PM.
Presiding: Mayor Joseph Solomon
Attending: Mayor ProTem Jessica Gonzalez, Councilmembers Beverly Ann Williams, Anthony Kendrick, Mellisa Brown, Charles Kimble, Debbie Nash-King, and David Bass
Also attending were Interim City Manager Kent Cagle, City Attorney Holli Clements, City Secretary Elaine Simpson, and Deputy City Secretary Megan Magallon
Mayor Protem Gonzalez gave the invocation. Councilmember Williams led the Pledge of Allegiance.
Approval of Agenda
Motion by Councilmember Brown to approve the agenda and second by Councilmember Williams, motion carried by a unanimous 7-0 vote.

7. RS26127 Consider a memorandum/resolution approving the investment reports for
The quarter ended June 30, 2026.

Judith Tagalin introduced Scott Gruber from Meeder Investment Group.
Mr. Gruber gave a short presentation and fielded questions from the Council.
8. RS26128 Consider a memorandum/resolution authorizing the submission and
acceptance of a grant award from the Office of the Governor under the
FY 2026 Homeland Security Grant Program (LETPA) application
5364401, designating the City Manager as the City's authorized official,
and providing an effective date.
STAFF MEMBER: FIRE CHIEF JAMES KUBINSKI
Chief Kubinski introduced the item, gave a brief presentation and fielded
questions from the Council members about this grant award.
