SUBJECT: Authorize an Amendment to Resolution 22-090R for Airfield Improvements at Skylark Field

BACKGROUND AND FINDINGS:

The City Council approved a resolution on July 5, 2022 (CCMR 22-090R) authorizing the Texas Department of Transportation (TxDOT) Aviation Division to serve as the agent for Airfield Improvements at Skylark Field.

This resolution allows TxDOT Aviation to act as the authorized agent and administrator for runway and apron improvements, including applying for, receiving, and disbursing federal and state funds. It also includes allowing TxDOT to oversee the necessary contracts for the project. Additionally, the resolution authorized payment of the City's required 10% matching funds, which at that time was estimated to be approximately $298,000, for the construction phase of the project. The City Manager was granted authority to execute all required documents and amendments, in accordance with state and local law.

On April 5, 2023, the City received a TxDOT grant in the amount of $23,380 for the design phase of the Skylark Field Airfield Improvements, which has since been completed. The original construction estimate was $2,980,000. However, during the design process, it was determined that additional areas of the apron and taxiways needed improvement, and that construction costs had increased.

TxDOT increased the budget and grant amount by $2,523,600 to accommodate the additional project scope. The updated project estimate and grant amount is $5,503,600, with the City responsible for providing a 10% match, or $550,360, which must be paid in advance for TxDOT to proceed with advertising the project. TxDOT plans to present the construction grant to its Commission in December 2024.
