SUBJECT: Authorize the execution of Contract Amendment No. #3 with Freese and Nichols, Inc, for the design of a new 12” waterline for the Chaparral Road Widening Project, in the amount of $57,670.00

BACKGROUND AND FINDINGS:

The Chaparral Road Widening project started in 2019. In 2019, The City of Killeen, City of Harker Heights, KISD and Bell County entered into a Memorandum of Understanding (MOU) for the Chaparral Roadway Widening Project.

In 2020, The City applied for construction funding through the Killeen-Temple Metropolitan Planning Organization (KTMPO) and was awarded $12,880,000 and was included in the FY22 Capital Improvement Plan.

On September 27, 2022, The City Council approved the Interlocal Agreement (ILA) between the City of Killeen, Harker Heights, and Bell County for the Chaparral Road Widening Project. This agreement replaced the approved MOU.

On October 18, 2022, the City Council approved the design professional services agreement (PSA) with Freese and Nichols, for the schematic design of the Chaparral Road Widening Project, in the amount of $1,485,240.

The schematic design included:
-Reviewing of three proposed alignments
-TXDOT coordination as part of the National Environmental Policy Act (NEPA) process
-Historical and Environmental Reviews
-Preliminary roadway, drainage, and intersection designs

During the schematic design process, it was decided to split the project into phases.
The initial phases for the project were:
-Phase 1: SH 195 to East Trimmier
-Phase 2: East Trimmier to Stillhouse Lake Road (SH 3481)
