SUBJECT: Approve a cooperative purchase agreement with 120Water a subcontractor of Abernethy Schwartz Partners LLC, dba BlueConduit, for the lead and copper program services.

BACKGROUND AND FINDINGS:

Water & Sewer Operations partnered with 120Water in 2023 in preparation for implementation of the U.S. Environmental Protection Agency’s (EPA) Lead and Copper Rule Revisions (LCRR). The LCRR required all public water systems to identify and document the material composition of every service line within their distribution system, including both the public and private portions of each service connection.
With assistance from 120Water, the City of Killeen successfully completed 100% of its LCRR Service Line Inventory ahead of the EPA’s October 2024 compliance deadline.
In 2025, 120Water supported the City’s triennial Lead and Copper sampling program by managing resident communications, coordinating the direct shipment of sampling kits to pre-identified residences based on regulatory sampling criteria, and tracking sample returns. Upon completion of the sampling event, 120Water provided participating residents with individual water quality reports confirming that no Lead and Copper action level exceedances occurred.
In 2026, 120Water introduced its Sample Manager platform, which expands beyond Lead and Copper compliance to provide a centralized system for managing regulatory water quality sampling programs, sampling locations, schedules, chain-of-custody documentation, and compliance reporting.
