SUBJECT: Authorize a Construction Contract with Insituform Technologies, LLC for the Water Line Rehabilitation Phase 1 Project

BACKGROUND AND FINDINGS:

The 2019 Water and Wastewater Master Plan includes project R1W - Water Line Replacement or Rehabilitation. In 2023, VODA.ai completed an artificial intelligence (AI) analysis of the City's 700-miles of water mains and a ranking of the City's most vulnerable mains by their likelihood of failure. The top 100 most vulnerable water mains are all located north of Interstate 14 and west of 38th Street. City staff obtained an estimate from an engineering design team for a traditional design, bid, and build approach as well as an estimate through the Local Government Purchasing Cooperative. Staff found the Local Government Purchasing Cooperative to be the most cost-effective approach for this project.

Insituform Technologies, LLC submitted a State of Texas Buyboard proposal utilizing Government Purchasing Cooperative Contract No. 730-24 administered through the Texas Buyboard for the replacement/rehabilitation of eighteen of the top twenty most vulnerable mains as assessed by VODA.ai's analysis. This proposal includes the replacement of these eighteen water mains and their appurtenances as well as the reconnection of all water services that are serviced by these mains.

City staff has reviewed Insituform Technologies' Buyboard proposal and found it to provide the best value to the city for this project. Insituform Technologies has extensive experience with water main replacement/rehabilitation and they have done very good work on several other rehabilitation projects for the city.
