DATE: November 3, 2026

TO: Laurie Wilson, Interim City Manager

FROM: Andrew Zagars, P.E. City Engineer

SUBJECT: Authorize Contract Amendment No. 3 with Kimley-Horn for the Featherline Road Reconstruction Project

BACKGROUND AND FINDINGS:

The fiscal year (FY) 2025 Capital Improvement Plan includes the Featherline Road Reconstruction Project as a funded project for design and construction. On January 7, 2025, City Council approved a design contract with Kimley-Horn for project design in the amount of $1,833,873.00 (CCM/R 25-007).

Contract Amendment #3 is an increase in project costs of $80,591.87 for the Featherline Road Reconstruction Project due to a change in project scope including: the addition of design survey services, geotechnical engineering, waterline design, structural design, and the removal of CLOMR preparation, as authorized environmental services, and unused FEMA fees.

As the design proceeded, the additional need for survey and structural engineering is related to the south drainage crossing close to Chaparral. The size of the structure needed additional design for structural walls and headwalls due to the size increase of the structure and the adjacent grades outside the right-of-way. Additional Geotechnical testing was needed for the walls and also the needed temporary paving to be installed for construction to maintain 2-way traffic. The additional waterline design was to connect to the portion of waterline to be constructed with the Chaparral Roadway Widening Project and help create a future connection to the elevated storage tank along Chaparral Road.
