SUBJECT: Membership and Board Nomination for Central Texas Water Alliance

BACKGROUND AND FINDINGS:

In October 2024, City Council approved a resolution of support for the formation of the Central Texas Water Alliance (CTWA).

The creation of the CTWA will transform water management across the region and deliver impactful benefits for the future. CTWA will serve as a regional water authority with a mission to plan and develop water resources across the Central Texas region. The alliance will work to address current water supply challenges, economic development, public health and safety, environmental protection and long-term sustainability. Senate Bill 1194 for the Central Texas Water Alliance was signed into law by the Governor's Office on May 15, 2025.

Senate Bill 1194 detailed the original sponsors' responsibility to appoint or designate the initial board. Members of the initial board were McLennan County Judge Scott Felton, Bell County Judge David Blackburn, Clearwater Underground Water Conservation District designee General Manager Dirk Aaron and Water Control and Improvement District #1 designee General Manager Ricky Garrett. The initial board created an entity membership application to allow water entities to join the alliance and submit nominations for a board representative.

THE ALTERNATIVES CONSIDERED:

1. Authorize the City Manager to submit an entity membership application and for the City Council to nominate a representative for placement on the board of the Central Texas Water Alliance.
2. Do not join the Central Texas Water Alliance nor submit a board nomination.
