BACKGROUND AND FINDINGS:
Potable water tank mixers are essential components in municipal water systems. They are designed to maintain water quality and ensure consistent distribution of disinfectants throughout storage tanks. These mixers prevent stratification, a condition where water layers of different temperatures and densities form, which can lead to uneven disinfection and potential contamination. By promoting uniformity in water temperature and chemical distribution, mixers help municipalities meet regulatory standards and improve overall water safety. Findings show that incorporating mixers into potable water systems reduces maintenance costs, minimizes the risk of biofilm development, and extends the lifespan of tank infrastructure. Their adoption is considered a best practice for ensuring reliable and high-quality potable water supply.
On August 14, 2024, Purchasing received two (2) bids in response to Bid No. 24-45, Storage Tank Mixers. On October 1, 2024, Council approved the rejection of all responses due to the specifications in the bid packet being too broad to compare them equally. Staff solicited responses for a rebid.
On February 5, 2025, Purchasing received four (4) responses to Bid No. 25-11, Storage Tank Mixers Rebid. After review of those bids, it was determined that Cleanwater1 PAX Water Technologies, Inc., had the only bid that matched the specifications and scope of work that was requested. The other bids did not conform to the requested specifications in the bid package and/or were not complete bids.
