SUBJECT: Declaration of Unopposed Candidate, District 3 - May 3, 2025 General Election

BACKGROUND AND FINDINGS:

The Texas Election Code, Chapter 2, Sections 2.051-2.053, provides that an election in a single-member district shall be cancelled if the candidate is unopposed and there are no write-in candidates.

On Thursday, February 20, 2025, the City Secretary certified to the City Council that Nina Cobb was unopposed for election to the office of Councilmember District 3 and that no candidate's name was to be placed on a list of write-in candidates for the position of Councilmember District 3.

An ordinance has been prepared cancelling the General Election in District 3 and declaring that Nina Cobb - District 3 is elected to office and shall be issued a certificate of election following the time the election would have been canvassed. Ms. Cobb's name will still appear on the District 3 ballot as an unopposed candidate declared elected.

District 3 residents will also have the City of Killeen Special Election on the ballot for Proposition B (bond election), along with Killeen Independent School District (KISD) and Central Texas College (CTC) races. Therefore, the two (2) polling locations will remain operational on Election Day in District 3.
