BACKGROUND AND FINDINGS:
This Chaparral Road Traffic Signals is part of an interlocal agreement between Bell County and the City of Killeen. On January 20th, 2026, the City council approved the interlocal agreement for the bidding and construction of this project. According to the agreement the County will reimburse the city all costs for the construction of the signals.
The county's consultants, Freese and Nichols, Inc, provided professional services for design and bids. All received bids were opened on April 29, 2026, and read aloud through zoom online video conferencing and are noted below.

Alternative 2 is recommended because the consultant Freese and Nichols, Inc, reviewed and recommended the contract to be awarded to ATSCC in the amount of $420,000.00 ATSCC has performed work on many signal projects in the past within the city and has shown to be a reliable and good contractor to work with
