SUBJECT: Funding agreement with Families in Crisis to support short-term operations for the Friends in Crisis program in the amount of $116,000.00.
BACKGROUND AND FINDINGS:
Families in Crisis, Inc. (FIC) provides emergency shelter and supportive services to persons experiencing homelessness through several programs including: Domestic Violence Shelter Services; Emergency Solutions Grant Shelter Program; and Emergency Homeless Sheltering, also known as, the Friends in Crisis (Friends) Program.
Due to lack of funding, the Friends Program was scheduled to cease operations effective September 30, 2026.
On August 25, 2026, staff presented an update on the Friends Program to Killeen City Council. Council voted to fund the Friends Program for the months of September - December 2026. The funding agreement is to include a “Transition Plan” and an “Exit Strategy” for each client. To receive funding, FIC also had to agree to serve up to 40 persons through the end of the Friends Program. The 40 persons would be in addition to the 12 veteran beds.
Key terms of the funding agreement includes: serve up to 40 persons each month; provide a “Transition Plan” for the cessation of the Friends Program; accept referrals from the Killeen Police Department, Homeless Outreach Team; and allow the facility to serve as a warming/cooling station as needed by the City of Killeen, Office of Homeland Security & Emergency Management.
