SUBJECT: Ordinance Amending Chapter 31, Fencing Materials Regulations
BACKGROUND AND FINDINGS:
If approved, the proposed ordinance will amend the following sections of Chapter 31:
* Sec. 31-855. - Security or barbed-wire fences
* Sec. 31-858. - Fencing materials.
The proposed ordinance makes the following amendments:
* Removes conflicting provisions regarding barbed wire fencing by removing Sec. 31-855;
* Allows uncoated chain link fencing in the "M-1" and "M-2" zoning districts, and for agricultural uses in any district;
* Allows the hardware and fence posts associated with chain-link fences to be painted to match, instead of vinyl coated;
* Prohibits barbed wire and electric fencing in all districts, except "A", "A-R1", and for existing agricultural uses;
* Allows security fencing topped with barbed/razor wire in "M-1", "M-2" and for utility substations, only. Staff notes that, if approved, this change will prohibit barbed wire for commercial uses; and
* Allows, and provides standards for, temporary construction fencing associated with a building permit.
