SUBJECT: Authorize the execution of a Professional Services Agreement with Scheibe Consulting LLC, for the Drainage Master Plan Project in the amount of $360,000

BACKGROUND AND FINDINGS:

This project was included in the FY 2022 Capital Improvement Plan because of the need to update the existing 2012 Master Drainage Plan. Since 2012, several drainage improvements projects have been completed, new growth and land development have occurred throughout the city, and drainage standards have changed.

The City's current plan has not been updated since 2012. The drainage program needs updating to conform with current design standards and methodologies in order to provide guidance for capital projects throughout the city. Additionally, the current engineering standards needs to be updated to meet current methodologies, standards, and MS4 permit requirements.

This contract will be cover phase one of the new Drainage Master Plan. This phase includes reviewing the existing drainage plan, updating existing engineering rainfall and runoff models, and using this information as a basis for updating existing drainage standards, developing potential drainage improvement projects, and for preparing future FEMA grant project applications.

Staff reviewed several proposals and chose Scheibe Consulting LLC, for an amount not to exceed $360,000 to perform this service. All project efforts are expected to be completed within 12 months after final project contract execution.
