SUBJECT: Thoroughfare Plan Amendment
BACKGROUND AND FINDINGS:
The City's Thoroughfare Plan establishes the transportation network for the City of Killeen and establishes a framework for the orderly development of roadways to include their alignments, connections, and transportation linkages. As the City grows, it becomes necessary to amend or revise the Thoroughfare Plan accordingly.
The City's current Thoroughfare Plan was adopted by City Council in 2015. The 2015 Plan was subsequently incorporated into and readopted with the Comprehensive Plan in 2022. Staff is recommending an amendment to the current Thoroughfare Plan to address proposed residential and commercial developments.
Action: The extension of Roy J Smith Drive from east of Roy Reynolds Drive and north to East Rancier Avenue (FM 439) will be removed from the Thoroughfare Plan
Current Classification: Proposed Collector
New Classification: Local Street
Reason for change: A requested Planned Unit Development (PUD) for this area includes conditions for street layout and design that will ensure adequate capacity for residential and commercial traffic. The section from Roy Reynolds to the first intersection will be constructed to collector standard per the PUD conditions. Recommendations from a pending Traffic Impact Analysis (TIA) will be followed to ensure the safe and efficient movement of traffic. Future connections to the east or north may not be feasible due to the FEMA flood hazard zone and a flood control structure along Hay Branch Creek.
