SUBJECT: Removal of the Citizen Petitions section from City Council Agendas

BACKGROUND AND FINDINGS:

City Council formally adopted Governing Standards and Expectations which include protocols and guidance for City Council meetings. The Governing Standards currently provide for both Citizen Petitions and Citizen Comments.

The Citizen Comments section allows members of the public to address the Council regarding any item on the agenda other than a public hearing item, as required by the Texas Open Meetings Act. The Citizen Petitions section is not required by law, but currently allows a citizen of Killeen to submit a topic related to City business to be included on a Council agenda. If the Citizens Petitions section is removed from Council agendas, members of the public would still be able to speak on any item on the agenda under the Citizens Comments section.

THE ALTERNATIVES CONSIDERED:

1. Do not remove the Citizen Petitions section from City Council agendas.
2. Approve the removal of the Citizen Petitions section from City Council agendas and remove all references to Citizen Petitions from the Governing Standards.

Staff recommends that Council determine whether to remove the Citizen Petitions section from Council agendas.
