Presiding: Mayor Joseph Solomon
Attending: Mayor Protem Jessica Gonzalez, Councilmembers Anthony Kendrick, Debbie Nash-King, Charles Kimble, David Bass, Beverly Ann Williams and Mellisa Brown.
Also attending were City Manager Kent Cagle, City Attorney Holli Clements, City Secretary Elaine Simpson, Deputy City Secretary Megan Magallon, Auditor Matt Grady, and Chief of Police Pedro Lopez.
Pastor Adams gave the invocation. Councilmember Brown led the Pledge of Allegiance.
APPROVE THE AGENDA
Motion: Motion by Councilmember Brown and seconded by Mayor Protem Gonzalez to approve the agenda, removing RS-26-115 from Consent. Motion passed by a vote of 6-1. (Nay: Kimble)
PRESENTATIONS
1. PR26017 Employee Engagement Survey Results

Ms. McDaniel presented the report on the survey.
WORK SESSION
City Council discussed agenda items 8 13 for August 4, 2026, Regular Session
Motion: Motion by Councilmember Brown, seconded by Mayor Protem Gonzalez, to suspend the rules.
Motion fails by a vote of 3-4.
RESOLUTIONS
8. RS26120 Consider a memorandum/resolution setting the preliminary property tax
rate for the Fiscal Year 2027 Annual Budget and setting the date to hold
a public hearing.
Interim City Manager Kent Cagle gave a short presentation showing, in a tiered chart format, how much will need to be cut out of the budget commensurate with the tax rate(s) that are under consideration.
9. RS26121 Consider a memorandum/resolution approving a Chapter 311 tax
increment reimbursement agreement with Philip Boghosian Living Trust,
the Howard Sagaser 401K Plan, & the Sagaser, Watkins, & Wieland
401K for the reimbursement of infrastructure improvements, in the
amount of $3,991,303.94
