BACKGROUND INFORMATION

Texas Local Government Code Section 43.065 regarding annexation action states that before the publication of the notice of the first hearing required under Section 43.063, the governing body of the municipality proposing the annexation shall direct its planning department or other appropriate municipal department to prepare a service plan that provides for the extension of full municipal services to the area to be annexed. On June 26, 2015, the Planning and Economic Development Division received a voluntary petition for annexation from RSBP Inc. The subject tract is comprised of 161.022 acres and is located south of the intersection of Clear Creek Road (S.H. 201) and Old Copperas Cove Road (FM 3470). The property is largely undeveloped and located adjacent to current municipal city limits. The current owners are making the request to have the property annexed into the corporate limits of Killeen. This action by the City Council is required to ensure that any affected or interested parties are allowed to participate in the upcoming public hearings.  A copy of the annexation petition as well as the exhibit containing the field notes and boundary survey of the subject area is attached as part of this memorandum.
