SUBJECT: Approve Readoption of Economic Development Policy
BACKGROUND AND FINDINGS:
The City of Killeen Economic Development Policy serves as the guiding framework for the City's economic development activities, including responsibilities delegated to the Killeen Economic Development Corporation (KEDC). The policy establishes economic development incentives available to support business attraction, expansion, redevelopment, and investment within the City.
In accordance with the policy, the City Council is required to review the Economic Development Policy to ensure that it remains relevant, effective, and compliant with applicable laws and regulations.
City staff, in coordination with KEDC, have reviewed the current policy and, along with minor edits throughout, are recommending the following substantive amendments:
Division 2, Section 2-20 – Add provisions addressing Targeted Industry Recruitment and Competitive Project Delivery.
Division 3, Section 3-10 – Add the Greater Killeen Chamber of Commerce's Fort Hood Region Economic Development and the Killeen Industrial Foundation as workforce development partners and remove the Business Resource Center.
Division 3, Section 3-60 – Amend the designated City staff liaison from the Development Services Director to the City Manager, or designee.
Division 3, Section 3-60 – Add the Fort Hood Regional Economic Development Foundation as an economic development partner.
Division 4 – Amend the economic development process.
Division 5 – Amend, update, and better clarify economic development incentives.
Division 5, Section 5-10(E) – Amend the Fast-Track Development Process.
Division 7 – Amend the policy review requirement to occur biennially and clarify the requirements for annual reporting.
