SUBJECT: Agreement for the Construction, Maintenance, and Operation of Continuous Highway Lighting Systems with the Texas Department of Transportation

BACKGROUND AND FINDINGS:

On April 15, 2025, City Council approved an agreement (Res. No. 25-055R), for the maintenance and operation of a highway lighting system along the I-14 corridor from Western City Limits to just east of Jasper Drive. The construction is set to begin for this portion in November 2025.
The Texas Department of Transportation (TxDOT) has requested that the City of Killeen enter into a second Agreement for Construction, Maintenance, and Operation of Continuous Highway Lighting System within the city along the I-14 corridor from Jasper Drive to Rosewood Drive.
Upon approval of this agreement, the State will prepare, or provide for, the plans and specifications, advertise for bids, sign the construction contract, and supervise construction of the project. The State will submit plans and specifications of the proposed work to the City and will secure the City's consent to construct the lighting system prior to awarding the contract. All costs associated with the construction of the lighting system will be by the State and the lighting system will remain property of the State. This project is set to be let for construction in June 2026, with an estimated construction start date to begin in February 2027 as there is a 180-day delay start for materials.
It is estimated that the lighting system would be turned over to the city for maintenance approximately October/November 2027. Maintenance funds will need to be allocated beginning in the Fiscal Year 2028 budget. It would be agree...
