DATE: September 1, 2026

TO: Kent Cagle, Interim City Manager

FROM: Antonio Murphy, Executive Director of Parks and Recreation

SUBJECT: Appointment of Commissioners to the Youth Advisory Commission for FY27

BACKGROUND AND FINDINGS:

The Youth Advisory Commission was created in 1993 to serve as liaison to the Killeen City Council. It exists to provide the youth of our community opportunities through volunteerism and service, by taking initiatives that are directed toward effective change.

The bylaws were amended and approved by the Council on August 4, which increased the number of YAC Commissioners to up to 15, and allowed for an unlimited number of resource committee members. All resource committee members must be students in the eighth through twelfth grades within the Killeen Independent School District service area. Prospective applicants were interviewed by Councilmember Bass and Parks and Recreation staff. The candidate interview process was completed on August 1. Thirteen (13) students are recommended to serve as commissioners for FY27 based on their leadership abilities and community involvement.

Below are the proposed Commissioners who are all Student Representatives for FY27.
