Attending: Councilmembers Michael Boyd, Jessica Gonzalez, Jose Segarra, Joseph Solomon, and Ramon Alvarez
Absent: Mayor Protem Cobb and Councilmember Riakos Adams
Also attending were City Manager Kent Cagle, Assistant City Manager Laurie Wilson, City Attorney Holli Clements, Deputy City Secretary Beatrice Canseco, and Sergeant-at-Arms Paholek
Councilmember Solomon gave the invocation. Councilmember Segarra led everyone in the Pledge of Allegiance.
Approval of Agenda
Motion was made by Councilmember Boyd to approve the agenda, as presented. Motion was seconded by Councilmember Solomon. The motion carried unanimously (5-0).
Presentations
PR-24-010 Presentation of a certificate to the Ellison High School Basketball Team/Coaches.
Mayor Nash-King recognized the Ellison High School boys’ basketball team for an outstanding season and for advancing to the 5A UIL State Championship for the second consecutive year.

DS-24-030 Cybersecurity Posture Update
Staff Comments: Willie Resto, Executive Director of Information Technology
Mr. Resto provided an update to Council regarding cybersecurity improvements that have been implemented in the last five years. Mr. Resto was available to provide additional information and to answer questions.

RS-24-069 Consider a resolution/memorandum authorizing a contract with Faster Asset Solutions for fleet management software, in an amount of 148,540.
RS-24-070 Consider a memorandum/resolution authorizing a master software agreement with Civic Plus, in the amount of $87,114 for FY24.
RS-24-071 Consider a memorandum/resolution authorizing the City Manager to sign an agreement with the Texas Department of Transportation-Aviation Division for the administration of an Airport Terminal Program Grant for the new terminal building at Skylark Field.
RS-24-072 Consider a memorandum/resolution renewing the agreement with Pattillo, Brown & Hill, LLP to provide independent auditing services for the City of Killeen for the fiscal year ending September 30, 2024.
RS-24-073 Consider a memorandum/resolution authorizing a Letter of Agreement with Rice Inspection, Inc. for construction inspection on three Water and Sewer Capital Improvement Plan Projects, in an amount of $328,328.
RS-24-074 Consider a memorandum/resolution procuring services from Commercial Swim to repair damage to the Killeen Family Aquatic Center pump room equipment, in an amount not to exceed $250,000.
OR-24-003 Consider an ordinance amending Chapter 19 in the City of Killeen Code of Ordinances, to rename the Recreation Services Advisory Board to the Parks and Recreation Advisory Board.
OR-24-004 Consider an ordinance amending the Chapter 30, Article I of the Killeen Code of Ordinances providing for an update to the Water Conservation and Drought Contingency Plan.
Motion was made by Councilmember Solomon to approve the Consent Agenda, as presented. Motion was seconded by Councilmember Gonzalez. The motion carried unanimously (4-0).
Public Hearings
PH-24-011 HOLD a public hearing and consider an ordinance requested by TCG Engineering on behalf of GWC Holdings, LLC and McLean Commercial Ltd. (Case #Z24-04) to rezone approximately 195.04 acres out of the W. H. Cole Survey, Abstract No. 200, from “A” (Agricultural District) to “R-1” (Single-Family Residential District). The subject property is generally located on the west side of Featherline Drive, west of the intersection of Malmaison Road, Killeen, Texas. (Requires a ¾ majority vote).

AN ORDINANCE AMENDING THE CITY OF KILLEEN ZONING ORDINANCE BY AMENDING THE ZONING OF APPROXIMATELY 195.04 ACRES OUT OF THE W. H. COLE SURVEY, ABSTRACT NO. 200, FROM “A” (AGRICULTURAL DISTRICT) TO “R-1” (SINGLE-FAMILY RESIDENTIAL DISTRICT); PROVIDING A SAVINGS CLAUSE; PROVIDING FOR THE REPEAL OF CONFLICTING PROVISIONS; PROVIDING FOR AN EFFECTIVE DATE.

Motion was made by Councilmember Boyd to table PH-24-011 for consideration at the Regular City Council Meeting on May 14, 2024. Motion was seconded by Councilmember Solomon. The motion carried unanimously (5-0).
PH-24-012 HOLD a public hearing and consider an ordinance amending the FY 2024 Annual Budget of the City of Killeen to increase revenue and expense accounts in multiple funds.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF KILLEEN, TEXAS, AMENDING THE FY 2024 ANNUAL BUDGET OF THE CITY OF KILLEEN TO INCREASE REVENUE AND EXPENSE ACCOUNTS IN MULTIPLE FUNDS; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE; PROVIDING A SAVINGS CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE.

Motion was made by Councilmember Alvarez to approve PH-24-012. Motion was seconded by Councilmember Segarra. The motion carried unanimously (5-0).

With no further business, upon motion being made by Councilmember Segarra, seconded by Councilmember Gonzalez, and unanimously approved, the meeting was adjourned at 7:15 p.m.
