BACKGROUND AND FINDINGS:
Property Information:

Summary of Request:
The applicant is requesting to rezone the subject suites from “B-3A” (Local Business and Retail
Alcohol Sales District) to “B-5” (Business District) to allow for the operation of a social club/private poker room. The proposed rezoning would establish a consistent “B-5” zoning designation across the entire property.
Zoning/Plat Case History:
The property was annexed into the City of Killeen on October 8, 1972. In August 2002, the
property was rezoned from “M-1” (Manufacturing District) to “B-5” (Business District) through
Ordinance No. 02-32. Staff was unable to determine when the property was zoned “M-1”
(Manufacturing District). On July 26, 2026, suites 104-105 were rezoned from “B-5” (Business
District) to “B-3A” (Local Business and Retail Alcohol Sales District) through Ordinance No. 11-
064 to allow a liquor store. The property is platted as Lot 1, Block 1, Michalk-Wright Addition.
Character of the Area:
North: Developed industrial property zoned “M-1” (Manufacturing District)
South: Developed commercial property zoned “B-5” (Business District) and residential property zoned “R-1” (Single-Family Residential District).
East: Developed commercial property zoned “B-5” (Business District) and residential property zoned “R-1” (Single-Family Residential District).
West: Developed commercial zoned “B-5” (Business District)
Future Land Use Map Analysis:
The property is located within the ‘Neighborhood Infill’ (NI) area on the Growth Sector Map and designated as ‘Regional Commercial’ (RC) on the Future Land Use Map (FLUM) of the Killeen 2040 Comprehensive Plan.
The ‘Neighborhood Infill’ area on the Growth Sector Map includes areas of the city that are already developed and have access to city services and infrastructure, but have vacant, underutilized, or poorly developed properties. Growth policies for this sector should encourage development or redevelopment of these properties with accessory dwelling units, smallplexes, and micro commercial that provides incremental increases in density. Development should match the existing character and improve walkable access to businesses and amenities for people living and working in the vicinity.
These ‘Regional Commercial’ places are first identified by their principal focus on auto-oriented traffic. Logically placed near high-traffic intersections, these spaces bring people from many surrounding neighborhoods. Typical uses will include regional businesses including but not limited to restaurants, grocery stores, banks, retail, gas stations, and offices. This place type encourages small-scale, neighborhood-scale, regional, and industrial. This place type encourages one hundred percent (100%) nonresidential and fifty percent (50%) residential use mix.
The request supports the following Comprehensive Plan recommendations:
• LU1 - Encourage a mix of land uses that support economic development and redevelopment within established areas.
The Killeen 2040 Comprehensive Plan promotes incremental redevelopment of properties that can add to a widespread improvement. Additionally, staff finds that the proposed rezoning is consistent with the surrounding area, which consists mostly of commercial properties and some residential properties.
Development Zone Analysis:
These properties are located within the City of Killeen Development Zone #7, which is generally situated east of Cunningham and East Trimmier Roads and south of Interstate Highway 14. This development zone consists of approximately 83.99% residential uses and 16.01% commercial uses. Overall, the current land use mix in the surrounding area includes approximately 9.57 acres (0.37%) of Special Districts, 2,164.53 acres (83.62%) of Residential, 1.71 acres (0.07%) of Industrial, 131.39 acres (5.08%) of Commercial, and 281.44 acres (10.87%) of Agricultural uses, for a total of approximately 2,588.65 acres. In addition, vacant land accounts for approximately 727.63 acres, or 28.11% of the area.
Water, Sewer and Drainage Services:

Feasibility Study or Service Commitment: Water, wastewater, and drainage services are located within the City of Killeen municipal utility service area and are available to the subject tract.
Water services are available for the tract via an existing 8” water distribution main located in East Stan Schlueter Loop.
Wastewater services are available for the tract via an existing 6” wastewater main located in an easement on the southwest corner of the tract.
A storm sewer inlet is located on East Stan Schlueter Loop along the frontage of the tract. No information is available regarding the existing storm sewer.
Transportation and Thoroughfare Plan:
Access to the property is via East Stan Schlueter Loop, which is a 110-foot-wide right-of-way and is classified as a Minor Arterial in the currently adopted Comprehensive Plan.
The current zoning classification for the tract is “B-3A” (Local Business and Alcohol Sales District). The proposed zoning classification under this proposed zoning reclassification is “B-5” (Business District). The proposed stated use is a Social Club, which is expected to generate approximately 675 Average Daily Trips as a result of this proposed zoning reclassification. Computations are based on data from the 10th Edition of the ITA Trip Generation Manual.
If the conditions or assumptions used in the development of the current Traffic Impact Determination change, a revised determination may be warranted at that time.
Environmental Assessment:
The tract is in the Stillhouse Hollow Lake / Lampasas River Watershed. The tract is located in Zone X Unshaded (0.2% Annual Chance Flood Hazard Area), per Federal Emergency Management Agency Flood Insurance Rate Map 48027C0280E with effective date September 26, 2008.
The tract is not impacted by freshwater ponds, freshwater forested/shrub wetlands, freshwater emergent wetlands, or riverine habitats as shown on the National Wetlands Inventory maps of the properties. No visual evidence of other environmental impediments is apparent on the tract at this time.
Public Notification:
Staff notified property owners of twenty-eight (28) surrounding properties regarding this request.
As of the date of this staff report, there is one (1) response in support and none in opposition regarding this request.
Staff Findings:
Staff finds that the proposed zoning request is appropriate, as it will establish a consistent “B-5” (Business District) zoning designation across the entire property. The suites are currently zoned “B-3A” (Local Business and Retail Alcohol Sales District), which was previously established to allow for a liquor store when such use was not permitted within the “B-5” zoning district. The remainder of the property is currently zoned “B-5.” The request is consistent with the Future Land Use Map and the Killeen 2040 Comprehensive Plan.

This zoning request does not involve the expenditure of city funds. Public infrastructure is already in place and is maintained by the City. Maintenance costs will continue for the life of the development.

RECOMMENDATION:
Staff recommends approval of the applicant’s request to rezone the property from “B-3A” (Local Business and Retail Alcohol Sales District) to “B-5” (Business District) as presented.
At the regular meeting on August 24, 2026, the Planning and Zoning Commission recommended approval of a request by a vote of 7 to 0.
During the public hearing portion of the meeting, no one spoke in opposition or in support.
