SUBJECT:                     Lions Club Park Senior Center Roof Repair through Quick Roofing TIPS contract (#25010402)                     

 

BACKGROUND AND FINDINGS:

 

In May 2025, the Lions Club Park Senior Center exhibited signs of leakage caused by damaged roof sections, leading to water damage behind the stage in the Senior Center Ballroom.  Facility Services were called to assess the issue and perform roof repairs to prevent additional damage.

 

In January 2026, Facility Services assessed the damage and determined that the lower section has deteriorated beyond repair, which will lead to cosmetic damage behind the state in the Ballroom.  The Thermoplastic Polyolefin (TPO) sections, a modern roofing solution made from  a blend of polypropylene and ethylene propylene rubber, are exhibiting typical signs of wear and tear over the years.  Facility services recommended replacing the TPO sections to prevent further water intrusion, particularly in the lower section of the roof.

 

On April 21, 2026, the City Council approved a budget amendment for the proposed one-time use of the FY2025 excess fund balance for multiple projects discussed.  Included among those projects was roof repair for the Lions Club Park Senior Center.  Facility services obtained a quote in the estimated amount of $172,367.33 from Quick Roofing, a vendor under the TIPS cooperative contract # 25010402.

CONFORMITY TO CITY POLICY:

 

This purchase will be made through Quick Roofing, TIPS cooperative #25010402.  Purchases made through a cooperative contract are exempt from the competitive bidding process, as stated in Texas Local Government Code (TLGC) section 271.02, subchapter F, “a local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services.”
