Consider an ordinance amending Chapters 26 and 31 of the Code of Ordinances of the City of Killeen, providing for amendments to the City’s signage and subdivision regulations, providing for standards regarding subdivision entry features and subdivision perimeter walls and fences.

SUBJECT:                     Proposed Ordinance - Subdivision Entry Features and Perimeter Walls and Fences                     

 

BACKGROUND AND FINDINGS:

 

If approved, the proposed ordinance will make the following amendments to Chapters 26 and 31:

 

§                     Require an opaque masonry perimeter wall or fence along Arterial roadways at least six (6), but not greater than eight (8), feet in height. For purposes of this section, masonry is defined as: brick, stone, precast concrete, or other similar masonry material of equal character, density, and design.

 

§                     Require an opaque masonry wall or enhanced perimeter fence along Collector roadways that meets or exceeds the following standards:

o                     At least six (6), but not greater than eight (8), feet in height.

o                     Consist of cedar wood privacy fencing or metal frame fencing with natural cedar wood inserts, having brick or stone columns spaced not more than one hundred (100) feet apart. Brick or stone columns shall be designed by a licensed engineer.

o                     Wood privacy fencing to be constructed using galvanized metal posts with two-foot (2’) concrete footings and a horizontal top rail.

o                     Wood fencing shall be stained using an oil-based stain, and the HOA shall be responsible for conducting annual maintenance and re-staining as necessary.

o                     Alternative fencing materials, including vinyl, plastic, R-panel or U-panel metal fencing, and composite materials shall not be permitted unless approved by the Executive Director of Development Services or designee.

 

§                     Allow up to two (2) subdivision entry features for new subdivisions, subject to the following standards:

o                     Up to 16 ft. in height with signage up to 50 sq. ft. in area (the current limit is 24 sq. ft. and 6 ft. in height).

o                     Requires subdivision entry features to include landscaping.

 

§                     If approved, the proposed ordinance will require the HOA to maintain subdivision entry features and perimeter walls and fences.

RECOMMENDATION:

 

Staff recommends that the City Council adopt the ordinance as presented.

 

At their Regular Meeting on June 17, 2024, the Planning and Zoning Commission recommended approval of the ordinance by a vote of 6 to 0.
