SUBJECT: Resolution authorizing the Solid Waste Recycling Manager to submit a Call for Projects with CTCOG for a grant to host Household Hazardous Waste Event
BACKGROUND AND FINDINGS:
Each year, the City of Killeen submits a Call for Applications through the Central Texas Council of Governments (CTCOG) for assistance with the City’s annual Household Hazardous Waste (HHW) event. The CTCOG has approved substantial grant funds in various amounts over the last four (4) years. Amounts contributed annually range from $10,000 in FY 2019 (lowest amount) to $20,000 in FY 2024. Receiving these grant funds allows the event to be open to all seven (7) counties in the CTCOG region (Bell, Coryell, Hamilton, Lampasas, Mills, San Saba, and Milam).
Beginning in FY 2025, Call for Applications has been renamed Call for Projects and includes a new “Resolution” requirement for submission and acceptance of grant funds. This requirement by the Texas Commission of Environmental Quality (TCEQ), is made mandatory for the FY 2025 submission of the Call for Projects. Call for Projects submissions were due on August 12, 2024, and the City of Killeen did apply within the allotted timeframe. Due to this being a new requirement; CTCOG understands the process takes time and has accepted a signed Memorandum of Understanding in place of the Resolution, until the Resolution has been presented to Council on September 17th, 2024.
There is no financial responsibility on the City of Killeen. This is strictly approval to accept the offer of a grant from the CTCOG. Any grant funds offered are taken through the City Council for approval and executed pursuant to an Interlocal Agreement between the City and CTCOG.

RECOMMENDATION:
That the City Council authorize the Mayor to sign a resolution allowing the Solid Waste Recycling Manager to request and accept grant funds from the Central Texas Council of Governments to host a regional household hazardous waste event in FY 2025.
