SUBJECT: Award Bid No. 24-09 New GA Terminal Building at Skylark Field Airport
BACKGROUND AND FINDINGS:
This project will replace and relocate the existing 60-year-old terminal that is beyond its useful life and is non‐conforming with design standards. A newly constructed terminal will include solar integration and energy efficient windows, doors, and overall modern infrastructure that better fits the needs of Skylark Field Airport and its users. It will also reduce utility and maintenance costs, plus greatly improve the efficiency and safety of passenger movement.
The City Council approved a City Ordinance authorizing the issuance of Certificate of Obligation bonds for certain projects. One of the authorized projects was the Construction of a new FBO building at Skylark Field.
The City also applied for and received a Federal Aviation Administration (FAA) Airport Terminal Program (ATP) grant, an FAA Airport Infrastructure Grant (AIG), and a Texas Department of Transportation (TxDOT) Terminal Program Grant for the construction phase of this project. The project design has been completed and bids were received and opened on July 3, 2024.
The construction phase of this project will be funded through a combination of funding from the FAA ATP grant, FAA AIG, TxDOT, and the Bond Fund.
Since Skylark Field is a general aviation airport, it falls under the FAA’s State Block Grant Program. As such, the Texas Department of Transportation’s (TxDOT) Aviation Division will be administering the grants on behalf of the FAA.
Advertising began on May 26, 2024, and appeared in the local newspaper as well as the City’s website. Additionally, it was advertised on multiple statewide electronic bidding sites. A pre-bid meeting was held on June 4, 2024, with seven (7) general contractors and three (3) sub-contractors attending.
Bids were opened on July 3, 2024, and the City of Killeen received three (3) bids as follows:

A thorough review of each bid package was completed by the airport’s consultant and staff and the lowest responsive bidder was Synergy Commercial Construction with a submitted bid total of $4,121,266.45 for the recommended Base Bid A - New GA Terminal Building including Finish Out, Base Bid B - Site Improvements, Add Alt 1 - West Terminal Apron Improvements, Add Alt 2 - East Terminal Apron Improvements, Add Alt 3 - Terminal Wayfinding Signs and Add Alt 4 - Solar Improvements. The bid submitted by Synergy Commercial Construction meets all bid requirements and is the best value for the City of Killeen and Skylark Field Airport. Therefore, the consultant and staff’s recommendation is to award the construction contract to Synergy Commercial Construction, in the amount of $4,121,266.45.

Yes, $1,663,267 is available in the Certificates of Obligation 2023 Bond Fund in account 327-8905-493.69-03. Additionally, $1,500,000 is available in the Aviation CIP Grant Fund, account to the Aviation CIP Grant Fund in account 524-0515-521.69-03. Upon approval of the year-end budget amendment, $958,000 will be appropriated to the Aviation AIP Grant Fund, account 524-0515-521.69-03. The total funding from all sources is $4,121,267.

Yes, funds are available in the bond fund and grants are available and will be appropriated upon approval of the year-end budget amendment.
RECOMMENDATION:
Staff recommends that the City Council award Bid Number 24-09 to Synergy Commercial Construction for the New General Aviation Terminal Building at Skylark Field Airport, in the amount of $4,121,266.45, and authorize the City Manager, or designee, to execute all contract documents and all change orders or actions within the amounts set by state and local law.
