BACKGROUND AND FINDINGS:
The City of Killeen maintains approximately 566.24 centerline miles of paved roadways within the city limits, with a total replacement value of $883.3 million.
On March 23, 2021, via Ordinance 21-013 was approved, increasing the street maintenance fund by $4,250,000 to address emergency street repairs due to the winter storm earlier that year. On September 14, 2021, via Ordinance 21-055 was approved, amending the street maintenance fee to an amount which provided funds to assist the transportation division in properly maintaining the transportation system and funding a bond for the replacement of Bunny Trail, Gilmer, Watercrest Willow Springs, and Stagecoach roadways.
On October 24, 2023, via Resolution 23-168R, the City Council authorized a professional services agreement with Transmap Corporation to determine the overall condition of the road network and provide a five-year maintenance strategy. This service includes laser scanning of all the City’s roadways in search of defects including cracking, rutting, separation, and wear. Using approved calculation methods, as started by the Corp of Engineers and adopted by the Federal Transportation Administration, a Pavement Condition Index was determined for all roadways. This rating is a range of 0 to 100 that best ranks a roadway based on the surface condition to determine the age of life, the maintenance type needed, and approximate time until normal maintenance methods will prove to be fiscally impracticable.
In review of the ratings, the City has shown positive results in the arterials and collector roadways which the main focus of repairs has occurred in the past three years. The overall goal was to mill and overlay the arterial roadways, which are the heaviest traveled roadways, up in their PCI. The average PCI for the arterials is currently at 79. The goal for the maintenance plan is to maintain a PCI of 77. In comparison the residential roadways have an average of 72 rating.
Based on the report information and using scenarios that are outlined in the report by Transmap, it was determined to focus this year’s contracted repairs to mostly residential streets. The repairs first recommended include mostly HA5 surface treatment coatings and slurry seal (micro paving with aggregate). Both projects are typically initial repair techniques that can extend the life of pavement by an additional 5-8 years before it starts degrading and lowering the PCI number. Staff researched the current products available as well as a new one called Pressurepave that has just started to be used in Texas. The City of Cedar Park recently used this product and was very helpful in providing information to the City of Killeen. Pressurepave is similar to a micropave or slurry seal application but with additional sealing properties such as HA5. The project cost is similar to both products and promotes an average increased life of 10-12 years. In review, it was determined that in addition to the age benefit, the product can potentially provide increased results to manage the average PCI rating for the roadways. This would allow the City to more easily extend the life of the roadways to prolong the need for high-cost replacement.
The City has negotiated with Donelson Construction Company, LLC, to utilize the Pressurepave produce on several of the residential streets across the City. The included map shows which streets are proposed for each district to be treated this year with approval of this contract. Pressurepave is a proprietary project owned by Donelson Construction Company and is a sole source project and no other vendor can provide this or other equivalent product.

RECOMMENDATION:
City staff recommends that the City Council authorize the City Manager, or designee, to execute a letter of agreement with Donelson Construction Company, a sole source provider of Pressurepave, in the amount of $2,587,264.80 and authorize the City Manager, or designee, to execute all contract amendments within the limits set by State Law.
