SUBJECT:                     Amendment to the Joint General Election Contracts with Killeen Independent School District and the Tax Appraisal District of Bell County                     

 

BACKGROUND AND FINDINGS:

 

On January 30, 2024, City Council unanimously approved Joint Election Contracts with the Killeen Independent School District (KISD) and the Tax Appraisal District of Bell County (Bell CAD).  The contracts for election services covers Early Voting and Election Day cost sharing and obligations.

 

Since the contracts were approved, Bell CAD has decided to withdraw their request to hold a joint election, as the entity plans to conduct their own election in May 2024.  Additionally, KISD has proposed changes to the joint election contracts for KISD voters.  The changes are as follows:

 

Early Voting: Killeen ISD voters in Bell County, except for voters within the city limits of Harker Heights, may vote at KISD Jackson Professional Learning Center during early voting.

 

Election Day: All KISD voters in Bell County residing within a city of Killeen precinct may vote at a city polling place on election day.

Which alternative is recommended? Why?

 

Hold a Joint Election with KISD for the May 4, 2024 General Election and consider proposed changes to the joint election contracts.

 

CONFORMITY TO CITY POLICY:

 

Conducting a joint election is required by state law and is, therefore, in conformity with City policy.

 

FINANCIAL IMPACT:

 

What is the amount of the expenditure in the current fiscal year? For future years?

 

$100,000.00 is the expected expenditure, with KISD reimbursing the City for their share of the election costs.  The same expenditure is expected for future years.

Is this a one-time or recurring expenditure?

Is this expenditure budgeted?

 

Yes, funds are available in the General Fund, Legal Department, City Secretary election expense accounts 010-1010-416.40-11 and 010-1010-416.50-45.

Is there a sufficient amount in the budgeted line-item for this expenditure?

 

Yes

 

RECOMMENDATION:

 

Staff recommends City Council approve the resolution amending the joint election contracts with KISD and Bell CAD.
