SUBJECT: Amendment to the City of Killeen Thoroughfare Plan
BACKGROUND AND FINDINGS:
The City's Thoroughfare Plan establishes the transportation network for the City of Killeen and establishes a framework for the orderly development of roadways to include their alignments, connections, and transportation linkages. As the City grows, it becomes necessary to amend or update the Thoroughfare Plan accordingly.
Staff is recommending updates to the existing Thoroughfare Plan. After reviewing the current Thoroughfare Plan, staff finds that these updates are essential to address recent residential and commercial developments, account for topography, and ensure proper reclassifications and realignments with future projects.
STAFF FINDINGS:
Area 1
Reclassify Folly Drive, a portion of Autumn Valley Drive, and Black Orchid Drive from a Marginal Access designation to a Local Street designation.
Area 2
Reclassify Pauline Drive and Gilbert Drive from a Collector to a Residential Collector.
Area 3
Reclassify the Proposed Minor Arterial to a Collector, the Proposed Collector to a Residential Collector, and designate Mohawk Drive as a Proposed Minor Arterial.
Area 4
Reclassify the western section of Lowes Boulevard from Marginal Access to a Local Street.
Area 5
Remove the extension of Atkinson Avenue (Proposed Collector) to Ricky Carlisle Circle.
Area 6
Remove the Proposed Collector connecting Central Texas Expressway to E. Stan Schlueter Loop.
Area 7
• Realign the extension of a Proposed Collector west of the KISD Pathways Campus southward due to topography.
• Reclassify the Proposed Minor Arterial to a Proposed Collector.
• Remove the Proposed Collectors from The Preserve at Thousand Oaks.
• Remove the Proposed Collector (Chaparral Road extension to E. Trimmier Road).
• Update the alignment of Chaparral Road to show it as a Minor Arterial.
• Remove the extension of the Proposed Collector, Kensley Rose Drive.
Area 8
Realign the Proposed Collector to minimize impacts on the floodplain and align with the development of Reynolds Crossing.

RECOMMENDATION:
At their regular meeting on January 13, 2025, the Planning and Zoning Commission recommended approval of the proposed amendments by a vote of 6 to 0.
