SUBJECT: Fitness Equipment Purchase for Killeen Fire & Police Departments
BACKGROUND AND FINDINGS:
The Killeen Fire and Police Departments have identified a common link regarding mental and physical health of our personnel. Physical health problems significantly increase our risk of developing mental health problems, and vice versa. Nearly one in three people with a long-term physical health condition also has a mental health problem, most often depression or anxiety. In conjunction with our new Mental Health Program, regular exercise and proper nutrition are 2 other common ways to improve our physical health which also leads to mental health improvements. To offer reasonable access to fitness equipment, the Fire and Police Departments request to purchase equipment from Marathon Fitness using funds provided by the American Rescue Plan Act (ARPA) and not to exceed $97,735. This purchase will be through Team Marathon Fitness Buy Board Contract #665-22.

1. Deny the request as written; or
2. Approve the request to authorize the purchase of fitness equipment from Marathon Fitness
Which alternative is recommended? Why?
The second alternative is recommended to provide personnel access to quality fitness options that will assist with improved mental health and wellness.
CONFORMITY TO CITY POLICY:
Yes, purchases made through a cooperative contract are exempt from the competitive bidding process as stated in Texas Local Government Code section 271.102, subchapter F; a local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for the purchase of goods or services.
