SUBJECT: Authorize the award of Bid No. 24-14, Watercrest Road Reconstruction to Cash Construction Company, Inc. in the amount of $10,952,337.65
BACKGROUND AND FINDINGS:
This project was included in the Street Reconstruction Bond in FY 2022 as a result of the previous pavement management program that prioritized streets needing replacement. The pavement condition of Watercrest showed that the road degraded to the extent that the solution to repair the road, in the most economically way, was only for full replacement.
The project includes replacement of the roadway between Clear Creek Road and Willow Springs. The project will narrow the existing 4-lane roadway to 3-lanes, construct sidewalks along the full length on both sided to comply with PROWAG (Public Right of Way Accessibility Guidelines) requirements and construct a new traffic signal at the intersection of Watercrest Road and Robinette Road.
K. Friese and Associates, LLC, provided professional services for design and bids. All received bids were opened on June 13, 2024, and read aloud through zoom online video conferencing and are noted below.

Yes, $668,537 of funding is available in the Drainage Capital Improvement Program (CIP) Fund account 375-8934-493.69-03 and $7,391,648 of funding is available in the Certificate of Obligations Bond, Series 2022 Fund account 328-8934-493.69-03. The remaining $2,892,153 is available in Street Maintenance Fund Balance and will be appropriated in the year end budget amendment.

RECOMMENDATION:
Staff recommends that the City Council award Bid No. 24-14, for the Watercrest Road Reconstruction, to Cash Construction Company, Inc. in the amount of $10,952,337.65, authorize the City Manager or his designee to enter a contract with Cash Construction Company, Inc., and authorize the City Manager to execute any and all change orders.
The bid received was favorable and below the engineer’s estimate. The bid allows the City to construct Watercrest Road within the available funds allocated for the project. Cash Construction has constructed several projects within the City of Killeen and has a proven reliability track record
