Attending: Mayor Pro Tem Jim Kilpatrick, Councilmembers Butch Menking, Juan Rivera, Gregory Johnson, Debbie Nash-King, and Steve Harris
Also attending were City Manager Ronald L. Olson, City Attorney Kathryn Davis, City Secretary Lucy Aldrich, and Sergeant-at-Arms Cole.
Absent: Councilmember Shirley Fleming
Approval of Agenda
Motion was made by Mayor Pro Tem Kilpatrick to approve the agenda as written. Motion seconded by Councilmember Nash-King. The motion carried unanimously.
Resolutions
RS-19-078 Consider a memorandum/resolution setting the preliminary tax rate for the FY 2020 Annual Budget and Plan of Municipal Services and setting the dates to hold public hearings.
Staff Comments: Jon Locke, Executive Director of Finance
Mr. Locke presented council a historic view of property tax rates identifying changes to the rate being made, most recently, in 2011 and 2015. Mr. Locke further explained the different rates: effective tax rate being 0.6788; the current tax rate being 0.7498, the preliminary budget tax rate of 0.7498 and the rollback tax rate of 0.7588. Staff recommends that City Council set the preliminary tax rate at the current and budgeted tax rate of $0.7498. The next steps in the budget process include setting the final tax rate which is scheduled for September 17, 2019 following two public hearings scheduled for September 3 and September 10, 2019. The City Council must set a preliminary tax rate for the proposed FY 2020 Budget.
Motion was made by Mayor Pro Tem Kilpatrick who stated, “I move to set the preliminary tax rate at the current rate of 0.7498 and to set the dates of September 3, 2019 and September 10, 2019 to hold public hearings on the tax rate with both meetings being held at 5:00 p.m. at 101 N. College Street, Killeen, Texas.” Motion was seconded by Councilmember Menking.

With no further business, upon motion being made by Councilmember Menking, seconded by Councilmember Rivera, and unanimously approved, the meeting was adjourned at 5:14 p.m.
