SUBJECT:                               Mobile Data Terminals (MDT) and In-Car Video Replacements

 

BACKGROUND AND FINDINGS:

The Killeen Police Department has been using Mobile Data Terminals (MDT) and in-car camera systems in patrol units for a long time. The MDT has become a mission critical system for the police department in providing access to law enforcement systems for patrol officers as well as for automatic vehicle location (AVL). The City of Killeen deployed Mobile Vision (L3) in car video systems and COBAN all-in-one MDTs in 2014. This once state-of-the-art system served a tremendous asset in several ways; video and audio recordings served as powerful evidence in court. Compared to the technology of today’s video systems, the current L3 in-car video systems and computers are grossly obsolete. Our current L3/Coban system has been out of warranty for some time, is at the end-of-life, and parts are no longer available.  Therefore L3/Coban will no longer service our in-car videos.

 

Staff recommends equipping 24 patrol units with new Dell ruggedized computers and replacing L3 in-car video systems with COBAN Focus in-car video systems.

 

THE ALTERNATIVES CONSIDERED:

1.                     Authorize the purchase of equipment.

2.                     Do not authorize the purchase of the equipment.

Authorize the purchase of MDTs and in-car video equipment from GTS Technology Solutions to replace outdated equipment.  

 

CONFORMITY TO CITY POLICY:

The Information Technology Department is seeking approval to purchase MDTs and in-car video replacements from GTS Technology Solutions utilizing the Texas Department of Information Resources cooperative contracts TSO-3763, CPO-4751, and CPO-4754.  Purchases made through a cooperative contract are exempt from the competitive bidding process as stated in Texas Local Government Code (TLGC) section 271.102, subchapter F; a local government that purchases goods or services under this subchapter satisfies state law requiring the local government to seek competitive bids for the purchase of goods or services.

RECOMMENDATION:

Staff recommends that City Council approve the procurement of replacement MDTs and in-car camera systems from GTS Technology Solutions using the Texas Department of Information Resources cooperative contracts TSO-3763R, CPO-4751, and CPO-4754 in the amount of $375,345 and that the City Manager, or designee, be expressly authorized to execute any and all change orders within amounts set by state and local law.
