BACKGROUND AND FINDINGS:

 

The Edward Byrne Memorial Justice Assistance Grant (JAG) Program continues to provide agencies with the flexibility to prioritize and place justice funds where they are needed most. The program award is allocated through an Interlocal agreement between Bell County, City of Killeen, and the City of Temple. The program provides single funding to grantees with no requirement for matching or local funds. Funds granted under the JAG have a four-year window for expenditure. All entities must agree to the reallocated amounts of the funds to receive the grant award.

 

The 2024 JAG grant funding is $85,235. An agreement has been made to distribute the program award as follows: City of Killeen $43,043, City of Temple $19,177, and Bell County $23,013.

 

As in previous years, the City of Killeen has been chosen to apply for the JAG award and submit the application for all parties involved. The City of Killeen is responsible for the administration of the funds, including distributing the funds, monitoring the award, submitting performance reports and assessment data, and providing ongoing assistance to any sub recipients of the funds.

 

 

THE ALTERNATIVES CONSIDERED:

 

1.                     Accept the grant funds and enter into an interlocal agreement with Bell County and the City of Temple.

2.                     Withdraw grant application.

 

 

Which alternative is recommended? Why?

 

Staff recommends accepting the grant and entering into the interlocal agreement. The JAG has no matching funds and funds will be used to enhance the Killeen Police Department’s ability to respond to active threats and enhance the department’s less lethal capabilities.

The amount of the revenue and expenditure for the current fiscal year is $85,235 with no recurring fiscal impact.

This is a one-time revenue/expenditure.

 

 

Is this revenue/expenditure budgeted?

 

Yes, revenue and expenditures are budgeted for the 2024 JAG Byrne Grant in the Law Enforcement Grant Fund.

Is there a sufficient amount in the budgeted line-item for this revenue/expenditure?

 

When the FY 2025 budget was adopted, the grant estimate was set at $75,000. The additional $10,235 will be included in the mid-year budget amendment for appropriation.

 

RECOMMENDATION:

 

Staff recommends that City Council approve the acceptance of the 2024 Edward Byrne Memorial Justice Assistant Grant through the Killeen Police Department on behalf of all parties involved; the City Manager or his designee to sign the Interlocal agreement; and permit the Killeen Police Department to allocate and administer the duties required by the grant.
