SUBJECT: Acquisition for a replacement of the Incinerator
BACKGROUND AND FINDINGS:
The City of Killeen purchased the current incinerator in 2007 and has exceeded its lifespan of 15 years. The current incinerator has stopped working, and parts cannot be obtained for repairs as it has been discontinued by the manufacturer.
On January 30, 2025, Purchasing received one (1) bid in response to Bid No. 25-15, Animal Services Incinerator, from American Incinerators Corp. American Incinerators Corp. has over 100 years of combined experience with cremation equipment; as well as repair services. The installation of a new crematorium would improve disposal operations, increase user safety, and add efficiencies. Previously, disposal equipment took 72 hours or more to complete a cremation, the new estimated completion time is 3 hours. Animal Services staff currently makes trips to the Temple landfill to dispose of deceased animals. These trips require two staff members to unload vehicles as often what’s being disposed of are large, deceased animals collected from roadways. Disposal fees and staff time exceed $52,000 annually. Additionally, the trips take staff away from animals at the shelter and citizens who need services.
The Killeen Police Department will also be using the equipment for drug burns. Currently, Killeen’s Evidence Processing Unit transports narcotics to Baytown, TX for disposal, requiring at least 2 vehicles and multiple officers. This is completed twice annually at a minimum cost of $7,500 including staff time. The incinerator would allow patrol officers to remain in the City and dispose of narcotics more frequently.
The cost of the new crematorium will include the Sierra 1200 incinerator, shipping, warranty, and the cost to remove and transport the old incinerator to a scrap metal yard.
An additional agenda item is included for installation costs and the building to house the incinerator.

1. Authorize award of Bid No. 25-15, Animal Services Incinerator, from American Incinerators Corp. in the amount $185,000.
2. Don’t approve and continue transporting deceased animals and narcotics to alternate locations for disposal

RECOMMENDATION:
City staff recommends that the City Council authorize the award Bid No. 25-15, Animal Services Incinerator and authorize the City Manager or his designee to execute a contract for the procurement of the Incinerator from American Incinerators Corp. in the amount of $185,500.
