Also attending were Interim City Manager Kent Cagle, City Attorney Holli Clements, Deputy City Attorney Andy Wallander, City Secretary Elaine Simpson, Interim City Secretary Micheal Lollar, Deputy City Secretary Megan Magallon, and Assistant City Manager Laurie Wilson.
Approval of Agenda
Motion was made by Councilmember Brown to approve the agenda, as presented. Motion was seconded by Councilmember Kendrick. The motion carried unanimously (7-0).
Citizen Comments on Agenda Items
There were six (6) speakers:
• Araceli Cook spoke regarding agenda item DS-26-060 charter amendments/citizens comments.
• Michael Fornino spoke regarding agenda items DS-26-060 charter amendments/citizens comments, DS 26-061 additional charter amendments, and DS 26-059 animal adoption facility.
• Anca Weagil spoke regarding agenda item DS-26-059 Animal Adoption Facility.
• Jamie Carroll spoke regarding agenda item DS-26-059 Animal Adoption Facility.
• Dr. Sue Neesy Croft spoke regarding the proposed charter amendments in items DS-26-060 and DS-26-061.
• Leo Gukeisen spoke regarding DS-26-060 charter amendments/citizen comments.
Discussion Items
DS-26-061 Discuss additional proposed charter amendments.
Staff Comments: Andy Wallander, Deputy City Attorney
Assistant City Attorney Andy Wallander introduced the item, provided the
staff presentation for discussion, and fielded questions about the proposed
citizens comment period.
Motion: Motion by Councilmember Brown to accept the proposed amendment to be presented to the voters on November 3, 2026, Special Charter Amendment Election ballot. This motion died for lack of a second.
Motion: Motion by Council member Bass, seconded by Councilmember Kendrick, to reject this item as a proposed Charter Amendment. Motion passed by a vote of 5-2. (Opposed: Brown and Kimble)
DS-26-061 Discuss additional proposed charter amendments.
Deputy City Attorney Wallander introduced the item, provided the staff
presentation, and fielded questions from the City Council.
Motion from Councilmember Brown to add a stipulation that a city staff
member that leaves from the Executive Director position shall not be eligible for re-hire to a similar position for 3 years. This motion died for lack of a second.
Motion: Motion by Councilmember Kendrick, seconded by
Councilmember Nash-King, to add a requirement that only a registered
voter who resides in the district represented by the District Councilmember who is the subject of the recall election, may initiate a petition for recall
election. This motion carried 6-1. (Brown opposed)
DS-26-059 Discuss Animal Adoption Facility
Deputy City Manager Laurie Wilson introduced the agenda item, provided
the staff presentation and fielded questions. She explained that there is currently a meeting set with the architect to investigate cost/benefit options to address mold issues at an animal shelter building (former veterinarian office). Once the cost assessments are done, city staff will bring the cost options and timelines back to City Council for review.
Executive Session
Mayor Solomon read the exceptions from the Texas Open Meeting Act,
Texas Local Government Code Section 551.074 Personnel Matters. The
City Council went into Executive / Closed Session at 6:43 PM.
DS-26-062 Discuss Interim City Manager Appointment
Council returned to Open/Regular Session at 7:12 PM.

Motion to Adjourn was made by Councilmember Brown, seconded by Councilmember Kimble for adjournment at 7:12 PM. Motion carried unanimously by a vote of 7-0.
