SUBJECT: Amendment No. 1 to the Professional Services Agreement with Garver LLC-Taxiway B Rehabilitation Project
BACKGROUND AND FINDINGS:
On August 23, 2022, the City Council awarded a Professional Services Agreement to Garver LLC for the Taxiway B Rehabilitation Project for the construction administration services, on-site resident project representative services, materials testing services, and project closeout services for this project at Killeen Regional Airport.
Amendment No. 1 adds professional services for this project. The original professional services during construction were based on the original contract time. This contract amendment adds additional Construction Administration Services and Construction Resident Project Representative (RPR) Observation for the extended construction time due to delays in construction and additional signage replacement adding to the construction scope of work via change order. This change will increase the construction duration by 168 calendar days. The original contract services were estimated based on a 250-calendar day construction duration (for substantial completion). This Amendment increases services estimated based on a 418-calendar day construction duration.

Which alternative is recommended? Why?
Alternative No. 2 is recommended because:
1. The FAA requires professional experienced oversite and documentation of the construction process.
2. Project is fully funded through an Airport Improvement Program (AIP) grant and Passenger Facility Charge (PFC) funds with no impact to the operating fund or fund balance.

RECOMMENDATION:
