SUBJECT: Authorize the award of a construction contract with Hawk Builders, LLC in the amount of $302,400 to construct the Central Fire Station Dormitory Remodel project
BACKGROUND AND FINDINGS:
Built in 1976, the Central Fire Station has been in desperate need of an upgrade for many years. The dormitory area has communal living spaces with no separation between the beds for privacy. The scope of improvements under this project includes creating individual sleeping quarters, renovated bunk rooms, an office space, and small gym area in a separate room with outside access. Also, included is an IT closet to provide IT service to each quarter and throughout the dormitory area. Necessary mechanical, electrical, and plumbing improvements are part of this project.
On March 25, 2020, bids were opened and read aloud for the construction works of Central Fire Station Dormitory Remodel. Two contractors submitted bids for this project. The bids are as follows:

THE ALTERNATIVES CONSIDERED:
Alternatives are -
1) Do not move forward with the dormitory remodel at this time; or
2) Award a construction contract to Hawk Builders, LLC for the construction of the Central Fire Station Dormitory Remodel project in the amount of $ 302,400.
Which alternative is recommended? Why?
Alternative 2 is recommended because the remodel of the dormitory area at the Central Fire Station is needed and was designated as a priority in the 5-Year Capital Improvement Program.
CONFORMITY TO CITY POLICY:
Authorizing a construction contract with Hawk Builders, LLC for the construction of the Central Fire Station Dormitory Remodel project conforms to all State and City purchasing policies.
FINANCIAL IMPACT:

Funding for this project is available in the Governmental Capital Projects Fund.
Is this a one-time or recurring expenditure?
This is a one-time expenditure.
Is this expenditure budgeted? If not, where will the money come from?
This expenditure is budgeted in account 349-3258-426.61-02.
Is there a sufficient amount in the budgeted line-item for this expenditure?
Yes.
RECOMMENDATION:
Staff recommends that the City Council authorize the City Manager or his designee to enter into a contract with Hawk Builders, LLC in the amount of $302,400 for the Central Fire Station Dormitory Remodel project and that the City Manager is expressly authorized to execute any and all changes within the amounts set by state and local law.
