SUBJECT: Public hearing and approval of comment period for the FY 2026-27 Annual Action Plan Community Block Grant and Home Investments Partnerships Program, and the use of FY 2021-22 HOME-ARP Program funds.
BACKGROUND AND FINDINGS:
The City of Killeen will receive entitlement funds from the U.S. Department of Housing and Urban Development (HUD) for program year (PY) 2026-27 Community Development Block Grant Program (CDBG) in the amount of $1,437,398.00 and $585,207.77 in Home Investment Partnerships (HOME) activities.
Additionally, the City has reprogrammable CDBG funds in the amount of $66,637.94 from fiscal year (FY) 2024-25 CDBG Admin and Planning ($16,948.53), FY 2024-25 from the Community Engagement Unit ($32.01), and FY 2023-24 Reunification Center ($49,657.40). The City is also administering remaining HOME American Rescue Plan (HOME-ARP) Program funds allocated during FY 2021-22.
The PY 2026-27 grant cycle began on February 11, 2026, with the first Community Planning Meeting and concluded with the deadline for submitting Annual Funding Applications (AFF) on April 24, 2026. The process included a mandatory virtual Pre-App Technical Workshop for all applicants on March 5, 2026. Pre-Applications were made available to interested organizations from March 6 to March 20, 2026. The AFF was made available to pre-application eligible entities for the CDBG, HOME, and HOME-ARP programs via an online application portal.
Fourteen (14) CDBG, four (4) HOME, and two (2) HOME-ARP AFFs were submitted by the April 24, 2026, deadline.
Activities undertaken with CDBG and HOME Program funds must meet goals and objectives established in the 5-year Consolidated Plan (PY 2025-29) and FY 2026-27 Annual Action Plan (AAP). HOME-ARP activities must meet objectives described in the HOME-ARP Allocation Plan and must assist identified Qualified Populations. Applications considered and recommended for funding align with identified priority community needs, affordable housing needs, goals, and objectives for specific priority categories. To ensure that priority needs are addressed, the CDAC scored each program placing major emphasis on project significance, project feasibility, ability to comply with applicable HUD statutory and regulatory requirements applicable to each grant program, and the leveraging of funds from other federal, state, local, and private resources to be directed to the most pressing community development and affordable housing needs.
Additionally, HUD regulations allows for 20% of CDBG and 10% of HOME funds to be expended on administration/planning of CDBG and HOME activities and for a required 15% set-aside for Community Housing Development Organizations (CHDO) from HOME funds.
The CDAC met on May 13-14, 2026, to review and make recommendations for the proposed use of FY 2026-27 CDBG, HOME, and HOME-ARP Program funds.
The City of Killeen Citizen Participation Plan requires a public comment period of no less than 30 days for citizen input on the funding process and recommendations. Staff recommends a public comment period from June 22 through July 28, 2026.
